UK paying experts to build Islamic State war crimes case

A team of international investigators funded by the British government is compiling evidence against Islamic State fighters carrying out atrocities in Iraq and Syria, the BBC has learned.
They have spent months preparing up to 400 prosecution-ready files on the group's senior leaders and fighters.
Internal IS documents acquired by the team show "command responsibility" for numerous atrocities.
The group has taken over swathes of Iraq and Syria in recent months.
Working in strict secrecy, the team of experts has spent all year actively investigating commanders, emirs and provincial governors for war crimes and crimes against humanity.
The atrocities alleged to have been committed by those in their ranks include kidnappings, beheadings, crucifixions, torture and summary executions. (continue-see link)

27,000 Pro-IS Twitter Accounts Since Beheading

A Sky News investigation has found that almost 30,000 Twitter accounts have been set up by IS sympathisers since the social network site declared it would try to stamp them out in the wake of the murder of James Foley.
In the first research of its kind, a unique analysis of the way Muslim extremists are using social media suggests sites are struggling to police postings effectively. Some 60,000 accounts expressing pro-jihadi views have been set up in total since May, the research found. And 27,000 of these were established after August 20 - the day after Islamic State posted the video of the beheading of the US journalist. In the 24 hours following the publication on Tuesday night of a video showing the murder of Steven Sotloff, 10% of all references to the video on the microblogging site were found to be positive.

Gazprom Sees Production Tumble as Ukraine Crisis Bites

Gazprom's natural gas production fell 19.6 percent last month compared with the same period last year, as the state-owned behemoth struggles in the face of increasing competition at home and declining exports that are due in part to a breakdown in the political relationship between Moscow and Kiev.
Natural gas output at Gazprom declined to 26.3 billion cubic meters, or bcm, in August and could come in at under 450 bcm for the year, analysts at Sberbank CIB said in a note to investors Wednesday, citing monthly numbers released by monitoring body CDU TEK.
Gazprom produced 487.4bcm of gas in 2013, according to company figures, but this year it is finding it harder to sell its wares.
While Gazprom has not been targeted by sanctions from the U.S. or the European Union, the gas export monopoly stopped supplying Ukraine with gas in June after Russia annexed the southern Ukrainian region of Crimea, relations between the two countries tanked and Kiev refused to pay when Gazprom almost doubled the price of its gas.

Boicottare i mondiali di calcio in calendario nel 2018 in Russia per spingere il presidente Vladimir Putin a modificare la propria posizione sull'Ucraina: secondo il Financial Times l'ipotesi è allo studio in seno all'Unione europea e piace a vicini di Mosca come Estonia e Lituania. Secondo l'Ft, l'ipotesi (che non fa parte della lista di nuove sanzioni che i 28 sono pronti a varare entro la settimana), é emersa ieri in occasione di una riunione dei rappresentanti permanenti presso l'Ue. "Per la prima volta dall'inizio della crisi ucraina nove mesi fa - scrive il quotidiano della City - i diplomatici dell'Ue la stanno seriamente prendendo in considerazione".

E' la valutazione espressa alla vigilia del vertice. "Mosca considera la Nato un avversario", aggiungono le fonti, sottolineando che la situazione attuale in Ucraina "è il frutto di un lungo sviluppo" che include l'invasione della Georgia.

Eterologa, primo via libera delle Regioni a nuove regole

E' stato licenziato il documento tecnico per l'introduzione della fecondazione eterologa dai tecnici del settore e funzionari regionali, con l'accordo preliminare di tutte le Regioni.
La commissione Salute della Conferenza delle Regioni ha poi confermato l'intesa sulle linee guida per disciplinare questo tipo di intervento. Il documento verrà portato domani all'attenzione dei presidenti delle Regioni.
La fecondazione eterologa sarà gratuita o con ticket, prevista cioè nei Livelli essenziali di assistenza (Lea), ma con dei paletti rispetto all'età delle donne riceventi, che devono essere in età potenzialmente fertile. Su questo punto, tecnici e funzionari regionali hanno trovato l'accordo nel documento tecnico varato oggi. Il nato da fecondazione eterologa avrà lo stesso colore di pelle della coppia ricevente. Per quanto possibile si manterrà, cioè, lo stesso fenotipo della coppia ricevente in relazione al colore della pelle, dei capelli e anche rispetto al gruppo sanguigno. Il nato da eterologa avrà la possibilità di chiedere di conoscere l'identità del padre o madre biologici una volta compiuti i 25 anni di età: a questo punto il donatore viene ricontattato e, se lo decide, potrà rivelare la propria identità.

 All'indomani del video della decapitazione dell'ostaggio americano Steven Sotloff da parte dei terroristi dello Stato islamico arriva la durissima reazione di Barack Obama che da Tallin, dove è arrivato per un vertice con i leader dei Paesi baltici, lancia un duro avvertimento all'Is: "Non ci faremo intimidire, faremo giustizia", ha affermato il presidente statunitense, "disgustato" dalla "barbarie" dei miliziani islamici. E ha ribadito: "Il nostro obiettivo è smantellare e distruggere" lo Stato islamico. In precedenza la Casa Bianca aveva annunciato "consultazioni" con gli alleati "su possibili ulteriori azioni contro l'Is".

Irina Dovgan è una signora di 52 anni. Prima della crisi ucraina gestiva un salone di bellezza nella sua piccola città, Yasinovataya, non lontana da Donetsk. Poi ha deciso di appoggiare l'esercito di Kiev, di raccogliere fondi in sostegno dei soldati e diventare per loro un'attivista sui social. Ha scattato delle foto con il suo tablet, per spiegare ai donatori cosa facesse con quel denaro (comprava cibo e abiti puliti per i militari). Le immagini sono circolate anche sugli account sbagliati. E per lei è iniziata quasi la fine. 
I ribelli separatisti filo-russi sono andati a cercarla a casa. L'hanno bloccata in giardino, dove stava innaffiando i fiori. Accusandola di essere una spia, l'hanno bendata, interrogata, torturata, le hanno puntato un grilletto alla tempia, hanno esploso in aria dei colpi mentre lei li implorava di ucciderla, ma senza mai ammettere di essere altro da quello che aveva già raccontato di sé. Quindi hanno deciso di avvolgerla in una bandiera ucraina ed esplorla in piazza a Donetsk, con in mano un cartello su cui c'era scritto "Ho fatto uccidere i vostri figli". E l'hanno lasciata legata ad un palo, perché la gente potesse fare di lei quel che più le piaceva.

Niente aumenti per gli statali anche per il 2015: mancano le risorse. L'annuncio è arrivato direttamente dal ministro della Pubblica amministrazione, Marianna Madia. "In questo momento di crisi le risorse per sbloccare i contratti a tutti non ci sono" ha continuato il ministro spiegando che "prima di tutto" il governo guarda "a chi ha più bisogno", quindi "confermiamo gli 80 euro, che vanno anche ai lavoratori pubblici".

Immediata la replica del segretario della Cisl, Raffaele Bonassi che dice: "Eliminassero gli sprechi negli enti locali, nelle Regioni, nei Comuni e nelle aziende mucipalizzate. Ma non tolgano soldi ai dipendenti statali. Stiamo ancora aspettando iniziative di spending review". Poche settimane fa la Cgil aveva definito l'ipotesi "inaccettabile".

DNA Clears Brothers After 30 Years In Prison

Two men who have each served 30 years behind bars have had their convictions overturned after they were exonerated by newly-discovered DNA evidence. A North Carolina judge has ordered that Henry McCollum, 50, and his half-brother Leon Brown, 46, be immediately released.
The pair were convicted over the 1983 killing of 11-year-old Sabrina Buie in Robeson County. The girl's body was found in a field, naked except for a bra pushed up against her neck. Lawyers campaigned for the release of the two men following the discovery of DNA from a cigarette butt at the scene which pointed to another man.
That man has been serving a life sentence for a rape and slaying which took place less than a month after Sabrina's death. The 74-year-old man lived near the field where Sabrina's body was found. Sharon Stellato, associate director at the North Carolina Innocence Inquiry Commission, testified that the commission interviewed the 74-year-old man three times.

Mysterious Fake Mobile Phone Towers Discovered

Mysterious fake mobile phone towers discovered across America could be listening in on unsuspecting callers.A report by Popular Science says the towers have been discovered across the country, and have the ability to attack mobile phones through eavesdropping and installing spyware.
They were discovered by people using a heavily customised Android device called the CryptoPhone 500. It uses a secure version of the software which can tell if the phone is being subjected to what is known as a baseband attack. It is then possible to trace the location of the offending tower. The fake cell towers were detected in July, but the report states there could be more.

A five-year-old girl is recovering in hospital after she became stuck in a washing machine in California. Police say the girl climbed into the machine at the Washeteria dry cleaners in Pasedena while the woman she was with was not looking.
The woman had been unable to get the machine to work and when she went to use a different machine the girl managed to get inside.  Somehow the door to the machine closed and the spin cycle was activated for several minutes before the woman noticed what had happened.

Philips, Samsung and Infineon in 138m-euro cartel fine

Philips, Samsung and Infineon have been fined 138m euros (£110m; $182m) by the European Commission (EC) for fixing prices of chips in used in smartphones. The electronics giants "colluded" on pricing, contracts and capacity between 2003 and 2005, the EC said. Infineon was fined 82.8m euros, Samsung 35.1m euros, and Philips 20.2m euros. Germany's Infineon and Dutch firm Philips rejected the charge and said they would appeal. South Korea's Samsung had yet to comment. Renesas, a joint venture between Hitachi and Mitsubishi, avoided a fine for revealing the existence of the cartel, the EC said.
The three fined companies "discussed and exchanged sensitive commercial information on pricing, customers, contract negotiations, production capacity and their future market conduct," said Joaquin Almunia, the EC's vice president in charge of competition pricing. Companies that "choose to collude, at the expense of both customers and end consumers, should expect sanctions", he added.

An estimated $1tn (£600bn) a year is being taken out of poor countries and millions of lives are lost because of corruption, according to campaigners. A report by the anti-poverty organisation One says much of the progress made over the past two decades in tackling extreme poverty has been put at risk by corruption and crime. Corrupt activities include the use of phantom firms and money laundering. The report blames corruption for 3.6 million deaths every year.

The semi-naked body of a teenage girl who was allegedly humiliated by village elders for protesting against her father's harassment has been found near a railway track in eastern India. Police suspect the 15-year-old girl in West Bengal was raped and murdered. Her family said she was made to spit on the ground and lick it up - an act considered a grave form of humiliation. Unofficial courts in India's villages often sanction punishment of residents deemed to have violated local codes.

Russian shares surged after Ukraine's President Poroshenko said that he had agreed with President Vladimir Putin on a permanent ceasefire in the Donbass region of eastern Ukraine. 
At 12:10 pm Moscow time, the dollar-denominated RTS index was up 3.9 percent on the day at 1,224 points, with the rouble-based MICEX index up 2.6 percent to 1,437 points. 
The ruble also soared, gaining 1.3 pct against the dollar to 36.98.

Anti-Putin Activist Koblyakov Requests Political Asylum in Bulgaria

A prominent opponent of Russian President Vladimir Putin has requested asylum in Bulgaria, where he is being held under house arrest after Moscow asked for his extradition.
Nikolai Koblyakov asked for asylum on Wednesday, after a Bulgarian court banned him on Monday from leaving his apartment in Sofia until Russia's extradition request could be considered. Moscow says the request is related to suspicion of fraud dating back to 2004 and 2005. Koblyakov denies the charges and says he fears political persecution by Russian authorities. Koblyakov, 44, is a dual Russian and French citizen who founded the French non-governmental organization Russie-Libertes, which has staged a series of anti-Putin protests in France. "Dear friends, yesterday in a letter I asked the President of Bulgaria to grant me a political asylum in the country because of political persecution by the Russian authorities," Koblyakov wrote on his Facebook account.

It happened about a mile from the seat of Libya’s parliament. The crash was captured on video. The plane had been flying over the city to honour another pilot whose plane crashed last week.

Bambini di una scuola materna malmenati e insultati, tornati a casa con ematomi e lividi, anche agli occhi: i carabinieri hanno arrestato tre insegnanti dell'istituto comprensivo per l'infanzia "V.Russo" di Palma Campania (Napoli).  Le tre, ai domiciliari, sono accusate di maltrattamenti aggravati. Tra le vittime anche alcuni piccoli disabili. I carabinieri di Nola (Napoli) hanno documentato le violenze collocando delle telecamere nascoste nelle aule. Una decisione presa dopo la denuncia presentata dalla madre di due giovanissimi, tornati a casa con ecchimosi e altre lesioni sul corpo.

La Borsa di Milano ha aperto in rialzo, con l'indice Ftse Mib in progresso dello 0,57% a 20.562 punti e poi  allungato il passo alla notizia di un cessate il fuoco permanente sul quale si sono accordati oggi il presidente ucraino Petro Poroshenko e il leader russo Vladimir Putin. L'Ftse MIb sale dell'1,94%, con acquisti soprattutto sulle banche (Bper +3,25%) ed Enel (+3,25%). In Europa l'Euro Stoxx sale dell'1,25%.
Balzo anche del rublo, con l'indice Micex (in rubli) che ha guadagnato 2,85% l'Rts (in dollari) il 4,5%. La divisa russa, che ieri aveva registrato un nuovo record negativo su dollaro e il suo livello piu' basso sull'euro da maggio, si e' ripresa: 36,9 rubli per un dollaro (ieri 37,46) e 48,61 per un euro (49,18 ieri).
