DHS plan to shut down mobile cell phones can stay secret after Supreme Court snub
Without any explanation, the Supreme Court on Monday refused to take up a petition from a privacy advocacy group seeking to uncover secret Department of Homeland Security documents regarding a cell phone kill switch plan. The Electronic Privacy Information Center (EPIC) has been trying to obtain declassified information on Standard Operating Procedure 303, or the Emergency Wireless Protocols, since 2011, but the Freedom of Information Act (FOIA) requests have so far gone nowhere.

Rights advocate sister of jailed Saudi blogger Raif Badawi arrested, put in the same prison
A prominent human rights advocate has been taken into custody by Saudi Arabian police for campaigning for the release of her former husband, who is serving a 15-year term. She was reportedly put in the same jail where her brother is incarcerated.
Samar Badawi received an International Woman of Courage Award from the US State Department in 2012 for defending women’s rights in the highly-conservative kingdom.
She was detained on Tuesday morning and taken to a police station along with her two-year-old daughter, Amnesty International reported. After four hours of questioning, she was transferred to Dhaban Prison, the organization cited local activists as saying.

Russia prepares stress test as oil slides below $30
While US WTI crude briefly stumbled below $30 for the first time in 12 years, Russia's Urals blend is already below that mark trading at $27.14 a barrel. Given the new reality, the Kremlin has ordered stress tests with $25, $35 and $45 oil. Russia’s federal budget for 2016 relies on an average annual oil price of $50, which almost corresponds to the last year average price - $51.4 per barrel. According to business daily Vedomosti, Russia’s First Deputy Prime Minister Igor Shuvalov has instructed the ministries to work on different scenarios, both bearish and bullish.
The most recent collapse in energy prices from November means the Russian budget will lose 300 billion rubles (about $4 billion) in oil revenue in the first two months of 2016, according to the newspaper’s ministerial source.
The updated macroeconomic forecast will be presented by Economic Development Minister Aleksey Ulyukaev later this month. In the meantime, the government has decided to cut spending by 10 percent.

Pennsylvania officer kills 12-year-old girl when firing at her father
A Pennsylvania constable fatally shot a 12-year-old girl during an attempt to evict her family from their home. The bullet was fired at the girl’s father, passed through his arm and hit the child, who died instantly. Ciara Meyer was pronounced dead in her home in Duncannon, north of Harrisburg, where a police constable arrived with a“legal and valid” eviction order on Monday morning. According to police, Constable Clarke Steele approached the apartment and tried to talk to Ciara’s father, Donald Meyer, 57, who opened the door, but then shut it. As far as the official investigation has determined, Steele remained at the door until Meyer came back.

US National Intelligence director’s personal email accounts hacked
Personal email and other accounts connected to the Director of National Intelligence James Clapper were hacked, according to a report by the Associated Press, which cited an intelligence official.
Clapper would be the second high-ranking American intelligence official to have his personal accounts breached in roughly three months. In October 2015, the personal email account of CIA Director John Brennan was also hacked into.
Notably, the same individual, a teenager, who claimed to have breached Brennan’s account is also behind the attack on Clapper’s emails, Vice’s Motherboard reported. The hacker, who goes by the name "Cracka" online, claimed that officials were not aware of the attack.
According to the AP, however, DNI spokesman Brian Hale said the incident was known about before Motherboard's report was published, and that the proper authorities have been notified of the situation.
When speaking to Motherboard, the alleged hacker said he gained access to a number of accounts, including Clapper's personal home phone and internet accounts. Clapper's personal email and the Yahoo email belonging to his wife Susan were also breached, according to Cracka.
The hacker also stated that he was able to reroute calls intended for Clapper's home phone to the Free Palestine Movement.
