В Актюбинской области районный аким неожиданно передумал отдавать нефтяникам землю под свалку для химикатов. Хотя еще год назад глава Байганинского района едва ли не завидовал сельчанам, что они будут жить рядом с полигоном. И, несмотря на скандалы, убеждал в безопасности такого соседства.
Четвертый в районе полигон чиновники планировали открыть всего в трех километрах от поселка Айрык. Местных жителей такая затея крайне возмутила. Байганинский район и без того является одним из самых загрязненных в области. Но сельские чиновники пытались всячески убедить людей, что никто не пострадает. Куда только ни обращались за помощью возмущенные жители. И вот, похоже, добились своего. Спустя год на главу района словно снизошло озарение. Теперь он признает, что едва не погубил односельчан. Правда, как исправить собственную ошибку, ума не приложит. Нефтяники уже успели оформить все документы на землю. Чтобы вернуть участок обратно в госфонд, в дело должен вмешаться сам глава области.

Аким Сапарбаев нервничает из-за снега
Коммунальные службы Актобе экстренно вывозят снег из частного сектора. Хотя по правилам жители домов должны убирать его сами, иначе их могут оштрафовать. Но коммунальщики не мелочатся. В этом году снега выпало в три раза больше нормы, а температура с каждым днем всё выше. В местном отделе ЖКХ опасаются, что город «поплывет» во время паводка.
У актюбинских коммунальщиков нет времени даже не перекур. Они круглые сутки тоннами вывозят с городских улиц снег. Его в этом году выпало в три раза больше нормы. Специалисты ЖКХ боятся, что ранняя весна спровоцирует резкое таяние этих сугробов и тогда может случиться непоправимое. Нервничать начинает уже и глава области, который в эти дни инспектирует работу коммунальщиков.

В травмпунктах Костаная наплыв пациентов. Из-за небывалого гололеда горожане ломают руки, ноги, получают сотрясение. Игорь Войтов, зам. главврача городской больницы г. Костаная:
- В связи с погодными условиями, которые мы сейчас наблюдаем на улице, риск получения травмы увеличивается и увеличивается количество пациентов, доставляемых сюда. Сегодня буквально 4 перелома шеек бедра. Это люди, как правило, в возрасте от 65 и выше.
За сутки в травмпункт вместо привычных 35-50 человек обратились 75. В городе на днях прошел дождь, а потом сразу ударили морозы. В результате образовалась сильная гололедица. И если на дорогах коммунальщики с помощью спецмашины с шипами лед разбили, то на тротуары техника заехать просто не может. Подъезды, парковки, тропинки и тротуары – сейчас настоящие катки.

Sofia Andrade of Wareham, Massachusetts, had just won $200 on a scratch ticket when she spotted Glenn Williams at a stop sign in nearby New Bedford. Homeless for three years, Williams was panhandling in the freezing cold. At that moment, it became clear to Andrade that she was not meant to spend her winnings on herself.

First ‘Silk Road’ train arrives in Iran from China
It took just 14 days for the 32-container train loaded with Chinese goods to complete the 5,900 mile (9,500km) journey from China’s eastern Zhejiang province through Kazakhstan and Turkmenistan.
It’s 30 days shorter than the sea voyage from Shanghai to the Iranian port of Bandar Abbas, according to the head of the Iranian railway company, Mohsen Pourseyed Aqayi.
“The arrival of this train in less than 14 days is unprecedented,” he said, adding that the revival of the Silk Road is crucial for the countries on its route.
The railway will not stop in Tehran, Aqayi said as they are “planning to extend the railway to Europe in the future” with transits generating more income for Iran.
China is Iran’s biggest trading partner, accounting for most of Tehran's oil exports. Trade between the two countries stood at around $52 billion in 2014. Last month Chinese President Xi Jinping and his Iranian counterpart agreed to increase trade turnover to $600 billion within the next 10 years.

OIL MARKET - Russia and Saudi Arabia agree to freeze oil production output
The world’s two biggest crude producers have agreed not to increase oil output, according to Qatar’s energy minister, quoted by Bloomberg. OPEC members, such as Venezuela and Nigeria, have been calling for an emergency meeting of the cartel to discuss crude prices that have fallen over 70 percent since 2014.
After meeting with Russian Energy Minister Aleksandr Novak, Saudi Oil Minister Ali Al-Naimi said freezing output at January levels would be “adequate” however the country still wants to meet the demand of its customers.
Saudi Arabia had insisted it won’t cut production unless major producers outside the cartel cooperate. Russian Energy Minister Aleksandr Novak has said cooperation is possible if other producers joined in.
