Twin explosions in Homs, Syria kill 46, says monitor

A monitoring group says 46 people have been killed in twin explosions in the Syrian town of Homs. 
The Syria Observatory for Human Rights says at least 100 others were wounded by the explosions.
Syria state television quoted the governor of Homs as saying at least 25 people had been killed. 
The car bombs exploded in the city centre's government-controlled Zahara district .. in what's been described as one of the city's deadliest such attacks in five years of conflict.
