FIFA has has lodged a criminal complaint with the Swiss attorney general over "possible misconduct of individual persons". A FIFA report into the bidding process for the 2018 and 2022 World Cups found any violations of the governing body's rules by the victorious nations - Qatar and Russia - were "of very limited scope". However, it did criticise England for its close relationship with Jack Warner, the disgraced former FIFA vice president.
