THE SUNDAY'S EDITORIAL - MIKHAIL LERMONTOV
I recenti atti vandalici compiuti durante la inaugurazione della EXPO di
Milano, e l'arresto a Baltimore di 6 agenti di Polizia che avevano procurato
tafferugli in città a seguito della morte di un ragazzo di colore da loro
causata (secondo quanto si apprende dalle Agenzie stampa), dovrebbero far
riflettere l'opinione pubblica e le forze politiche su due fatti salienti che
questi casi generano: il possibile abuso del potere di Polizia, che crea un
malcontento generalizzato con lo scopo
finale di creare guerriglia urbana a seguito di manifestazioni non pacifiche, e
il dramma vissuto da centinaia di cittadini che involontariamente si sono
trovati sulla scia della guerriglia ed hanno perso chi il negozio, chi
l'appartamento, chi la propria auto, distrutti dall'assalto di malintenzionati
facinorosi o da hoolygans di squadre di calcio, tutti pronti a distruggere ciò
che si trova sulla loro strada per pura violenza.
In America, il comportamento tuttaltro che protettivo delle
forze dell'ordine contro cittadini di colore, ha causato la reazione degli
abitanti che, in diversi casi, hanno reagito con inaudita violenza,
distruggendo ogni cosa e ferendo altri cittadini inermi.
Una situazione similare si è venuta a creare anche in altre città del pianeta, per
motivi di salari e di ordine politico, senza contare i numerosi casi di
violenza cittadina creatasi dalle reazioni sproporzionate di hooligans a
seguito di incontri sportivi. Ultimo, nella serie, il caso di Milano, ove i
manifestanti contro la inaugurazione della EXPO, hanno messo a ferro e fuoco
una parte della città, con distruzione di due uffici bancari, molte auto
incendiate e così via.
Ben poche persone pensano che a seguito di questo tipo di
tafferugli cittadini, i manifestanti non tengono conto di nulla, distruggono
tutto quello che gli si presenta davanti, e che le assicurazioni ben si
guardano dal rimborsare poi cifre da capogiro a coloro che hanno avuto chi la
casa, chi il negozio, chi la macchina distrutti. Perchè come ben tutti
sappiamo, le assicurazioni non rimborsano danni causati da insurrezione o
calamità pubbliche.
Questo incide sulla economia pubblica in generale, che si
trova a dover fronteggiare a volte dei rimborsi onerosi non coperti da rischio. Maggiori garanzie da parte Governativa dovrebbero essere
date sulla vigilanza dell'operato delle forze di Polizia, maggiore sicurezza
per gli abitanti in caso di dimostrazioni cittadine violente, maggiore
mediazione politica o sindacale in caso di dimostrazioni pacifiche che
potrebbero degenerare, piani di sicurezza molto più edeguati alle varie
situazioni e, dulcis in fundus, la garanzia Governativa ad un adeguato rimborso
dei danni subiti dalla reazione violenta delle manifestazioni in genere.
The recent acts of vandalism committed during Expo’s inauguration in Milan, and the arrest in Baltimore of 6 police officers which caused riots in the city, following the death of a black boy from them caused (according to reports received by press agencies ), should give a moment of reflection to the Public Opinion and the Political forces on two events , which generate these cases: the possible abuse of power by police, which creates a generalized discontent, with the ultimate goal of creating urban warfare as a result of events not peaceful, and the plight of hundreds of citizens who unwittingly found themselves in the wake of the guerrillas, and those who have lost own shop, own apartment, their own car, destroyed from attack by malicious troublemakers or hooligans of football teams, all ready to destroy what is on their way as pure violence.
In America, the behavior at all not protective by Police against color citizens, caused the reaction of the people that, in many cases, have reacted with unprecedented violence, destroying everything around them, and injuring other innocent citizens.
A similar situation has arisen in other cities on the planet, because of the sake of wages and political order, not to mention the many cases of violence created by disproportionate reactions of hooligans after sporting events. Last in the series the case of Milan, where the protesters against the opening of the EXPO, have set fire to part of the city, with the destruction of two bank offices, many cars and elements of the town around them.
Not so many people think that following this type of town scuffles, protesters do not take attention for something, destroying everything that comes in front of them, and that insurances look not very well the repay of amounts of money to those who have had lost house, shop, car. Because as well all know, insurance companies do not reimburse damages caused by insurrection or public calamities.
This affects the public economy in general, which is having to cope with sometimes onerous repayments not covered by risk. More collateral is given by the Government should be on supervision of the work of the police, more security for the citizens in the event of violent demonstrations towns, greater political mediation or trade union in the event of peaceful demonstrations that could escalate, security plans much edeguati to different situations and, last but not least, the Government guarantee to an appropriate reimbursement for damages suffered by the violent reaction of events typically.
